Might it be because of the guy non-revving on one leg? Not sure what the WN non-rev rules are for bags.

All they did on the old system was build a standby leg on the first PNR, check bag, delete the standby leg and off you went. I'm assuming the process to build that standby leg is different now.

Just interacted with WN on Twitter inquiring about this. They are confirming that the CAN NOT check a bag across two separate itineraries Just seems dumb. With a legacy I've been able to check bags across two separate tickets on 4 different airlines all the way to Cambodia without issues. WN can't even check bags between two of their own PNRs to Seattle....

Sometimes Southwest doesn't give out the correct informaiton.
